About this Project
PoP-i is a collaborative non-commercial venture between Imperial College London and the City of Bradford Metroplitan District Council, Library Service to develop an on-line learning programme for Information Literacy aimed at public libraries based on the instructional design principles created by ICL in their information literacy internal programme (ILIP). Some of the challenges expected are: developing relevant content for the public library sector; ensuring delivery is within an appropriate learning environment; gaining significant buy-in from a group of staff who are not familiar with e-learning. From a project management and professional development perspective there is a percieved benefit in the Higher Education sector working with colleagues from the Public Library sector and vice-versa. This page sets out the project management approach which is broadly in line with guidelines laid down by JISC

Virtual Learning Environment
The decision has been taken to use Moodle which is described here from the Moodle website: "Moodle is a course management system (CMS) - a free, Open Source software package designed using sound pedagogical principles, to help educators create effective online learning communities." We have now incorporated our content into Moodle.

Project Aims
To produce a fully functioning on-line tutorial on information literacy appropriate to the needs of staff working in a public library
To pilot the delivery of this tutorial to 20 staff, and to evaluate its usability and impact.
To develop a toolkit to enable staff to provide information literacy skills for library users
To disseminate the results of the pilot and evaluation, and to provide a demonstrator of better practice for other public libraries
To highlight the benefits and issues associated with working across the public library and Higher Education sectors.

Key Deliverables
High quality e-learning content in the form of html pages interoperable with various VLEs
A clear pedagogical approach appropriate to a range of learning styles
A range of assessment exercises and learner support resources
90% of learners gaining tangible benefits from undertaking the programme
An evaluation methodology appropriate to the development of e-learning programmes
A toolkit for staff to utilise within a public library enquiry/reference setting
Dissemination strategy to include: a project website; a final project report suitable for publication in a refereed journal; an interactive demonstration for presentation at conferences, workshops etc.
Risk Assessment
This project is considered to be a low-risk venture with key resources limited to available staff time to be committed within the priorities of both participating organisations. A fuller risk assessment, with a focus on the technology aspects will be posted here in due course.

Evaluation Methodology
The evaluation methodology to be used within the pilot will be based around the Inspiring Learning for All framework. A pilot group of 12 staff will form a cohort that will undertake the first course within the VLE. Those involved in the design of the system and in developing the content will also have an opportunity to participate in the project evaluation.

Feedback will be requested from the user community on two areas - infrastructure i.e. how the learning programme actually works; including design and technology issues and content i.e. whether the learning materials are appropriate and useful, comments on pedagogy are welcome here also. In some cases structured questionnaires will be used and there will always be the opportunity to offer personal thoughts on the project. In doing this our aim is to ensure an innovative approach to high-quality evaluation based on users' expectations.

On a meta-level the whole project will be evaluated from and Action Research perspective by the developers and will potentially provide useful data for a future case study looking at the development of IL programmes within public libraries; also it will give rich data about cross-sectoral work within the libraries domain.
